Regulations for Use of Digital Library of the National Library of Latvia
Part I
Description of Terms

1) Copyright – author’s property rights belonging to the author or his/her legal or contractual successor in accordance with provisions of the Copyright Law.

2) Work – an object protected by the author’s property rights the use of which is limited for the benefit of the author or his/her legal or contractual successor. Digital copies of the authors’ Works are subjected to all personal and author’s property rights that according to the Copyright Law are applicable to originals of the author’s Works.

3) Digital Library – an information system that ensures access to a set of digital resources made available online by the National Library of Latvia (NLL) in the same time respecting the rights of Copyright owners of the Works included in the collection.

4) Identified Registered Reader – a Reader, who has registered according to instructions of the NLL, carrying out registration in person, or in national, municipal or other libraries of derivative public persons included the National Unified Library Information System that have access to the Digital library in a closed network.

5) Reader – any natural person using services of the NLL, including the Digital Library.

6) Registration – application for receipt of the NLL services, applying for receipt of services as a virtual identity or identifying oneself as a natural person.

7) Virtual Registered Reader – a Reader, who has registered as a virtual identity using social networks (Draugiem, Facebook, Google, openID, Twitter, eParaksts) for authentication.

Part II
Usage Instructions

Digital Library Reader can choose which services of the Digital Library he/she wishes to use. Access to services of the Digital Library depends on the type of Reader’s Registration (authentication).

1. NLL services available for everyone irrespective of the type of Registration

1.1. In the premises of the library and outside Readers have access to:

- Works that are not protected by Copyright

- Works, the Copyright owners of which have allowed making the Work public without restrictions of the author’s property rights

1.2. Readers are authorised to view and read the Works.

1.3. Readers are authorised to download Works that are not protected by Copyright or Works the Copyright owners of which have allowed making the Work public without restrictions of the author’s property rights (if the Work has a file for downloading).

2. if registering as a Virtual Registered Reader

2.1. Readers have access to:

- Works that are not protected by Copyright.

- Works, the Copyright owners of which have allowed making the Work public without restrictions of the author’s property rights.

2.2. Readers are authorised to view and read the Works.

2.3. Readers are authorised to download Works that are not protected by Copyright or Works the Copyright owners of which have allowed making the Work public without restrictions of the author’s property rights (if the Work has a file for downloading)

2.4. Readers are authorised to supplement descriptions (metadata) of the Works provided by the Library

2.5. Readers are authorised to edit text identification mistakes aroused during the Work digitalisation process.

3. If registering as Identified Registered Reader

3.1. Reader has access to all Works, including Works protected by Copyright in accordance with Section 23, Part two of the Copyright Law.

3.2. Readers are authorised to view and read the Works.

3.3. Readers are authorised to download Works that are not protected by Copyright or Works the Copyright owners of which have allowed making the Work public without restrictions of the author’s property rights (if the Work has a file for downloading)

3.4. Readers are authorised to supplement descriptions (metadata) of the Works provided by the Library

3.5. Readers are authorised to edit text identification mistakes aroused during the Work digitalisation process.

Part III
Rights and Obligations

4. Reader’s Obligations

4.1. Reader is obliged to observe the Copyright owners’ rights in accordance with provisions of the Copyright Law.

4.2. Reader shall be prohibited to use services of the Digital Library, if they do not comply with scope and type of services available to the Reader provided in the present Regulations.

5. Copyright

When submitting information that supplements descriptions (metadata) of Works available in the Digital Library a Reader hands over to the NLL his/her property rights of an author to the supplements of the Work description.
